Capt. Nasir started his aviation career as a pilot in 1987 with Pakistan Air Force where he held various operational, command, staff and instructional appointment. In 2006 he joined commercial aviation and worked with a Business Jet Operator as Post Holder Safety and Line Pilot. He joined GCAA in 2013 as a Senior Safety Risk Specialist and was promoted to his present position in 2015.
He is pioneer of safety performance measurement in UAE which he started in 2012 by designing a new methodology for measuring and managing safety performance. He educated UAE aviation industry on safety performance management (SPM) and also held training for regulatory staff on monitoring of safety performance. His efforts in implementing safety performance measurement in helping UAE in establishment of Acceptable Level of safety Performance (ALoSP).
As project manager for UAE State Safety Program (SSP), he was responsible for SSP development and implementation of applicable components. The project ran from 2010 to 2014. He is also credited with designing the SMS auditing criterion, organizational risk profiling criterions and trend analysis capability for GCAA.
Capt. Nasir is a graduate of Aviation Sciences and has post graduate qualifications in Aviation Safety from Embry Riddle University, USA. He is also pursuing his PhD in safety Performance Measurement from City University London, UK. He holds numerous aviation safety, management, regulatory and instructional qualifications. He has represented and presented UAE State Safety Program, safety performance measurement and safety risk management at various national and international forums. He also laid the foundation for Kenya CAA e-service by establishing their online mandatory and voluntary reporting systems along with providing training for SMS and SPM to their regulatory staff as well as the industry members.
Capt. Nasir is actively supporting development of SSP and SMS in UAE aviation industry though guidance, trainings and regulatory support.
